Raw data error file
When the BHL data collector software cannot write data to the database,
controller packets are written to this file. (This feature is undergoing
evaluation in 2003.)

Field 1: Station identification number

This field is the station identification number (currently 1 through
9) from which the data packet was received.
Field 2: Time stamp

This field is epoch time in milliseconds. Generally expressed
as elapsed time since midnight (beginning of the calendar day) GMT on
January 1, 1970, this elapsed epoch time must be shifted to the US Pacific
time zone for comparisons to local time at the highway.
Field 3: Time stamp (deprecated)

This field is currently identical to Field 1. This field originally
represented the data time as recorded by a computer in the controller
cabinet at the highway. Improvements in the BHL system have allowed
the computers to be eliminated from the highway; this field has been
deprecated.

Field 5: Controller data
